The 30-baht scheme could potentially create the trap when the economics is improved. The government would receive more budget for healthcare, and this budget will be spent to this particular program to improve the quality of the resources . However, such actions would attract more patients to use, which will reduce medical resources faster. Thus, the incremental in budget could not be fully used to help more patients.
The way out of this trap is to regulate the access of the patients as well as to prior manage the resources for those who need support from the government. Nonetheless, there could be some additional actions to fulfill the link within the feedback loop as a way out as well.
Healthcare Entrepreneur: Success to the successful
As there is no support from the government for entrepreneurs to launch their business in the mass market, most of the healthcare innovation has been launched in the niche market. Thus, the venture capital would accumulated the resources in the premium aspects to support entrepreneurs in premium market. Therefore, new entrepreneurs in healthcare will keep focusing on the niche market as it becomes potentially success and get supports from stakeholders. However, according to the limitation of niche market, most of the innovations will not reach to the poor and mass group of people.
The way out of this loop is to start the new loops targeting to the mass market. However, such actions could be complicated as it required government support as the mass market is legistively monitored and practice by government support program.

Public transportation is the method which will facilitate people in rural area easily accessing to healthcare. The acitivity boosting transportation reach in rural area would create a better human well-being and improve the productivity. However, higher income will encourage people to have personal vehicle which possibly encourages the public transportation. Therefore, the group of very poor individuals will have the problem to access the medical treatment and remained poor.
There are many solutions to this problem such as the diversification of physical locations by creating public vehicles that corresponds to each group of people. It also could start the new complex system for the group who needs public transportation with the right value proposition.
